To give a user access to Unified Messaging features, such as Outlook Voice Access, you have to enable UM on the user's mailbox. First select the UM mailbox policy and then set up the initial UM settings for that user, including their extension and PIN settings.
How do I enable a UM mailbox?

Select Manage My Organization > Users & Groups > Mailboxes.

Select a user, and then click Details.

Expand Phone & Voice Features, select Unified Messaging, and then click Enable.

On the Enable UM Mailbox (Step 1 of 2) page, select the UM mailbox policy for the user:

UM mailbox policy Select the UM mailbox policy that you want to apply to this user.
Note After a user is UM-enabled, you can only change to another UM mailbox policy associated with the same UM dial plan. If you need to change the UM dial plan the user is associated with, you must disable UM for the user under Phone & Voice Features on the user's mailbox, save your changes, and then open the user's mailbox again, click Enable, and select a different UM mailbox policy.

UM mailbox policy Select the UM mailbox policy that you want to apply to this user.

On the Enable UM Mailbox (Step 2 of 2) page, enter the UM settings for the user. The settings on this page are tailored to the type of UM mailbox policy you chose in Step 1.

SIP address This setting is only available when you have chosen a mailbox policy associated with a SIP URI dial plan. Enter the SIP address for this user in the following format: user@example.com.

E.164 number This setting is only available when you have chosen a mailbox policy associated with an E.164 dial plan. Enter the E.164 number for this user in the following format: +14255551010.

Extension number Specify the extension for this user. The required number of digits is the number specified in the UM dial plan.

PIN settings
• Automatically generate a PIN Select this option if you want UM to automatically generate a PIN for this user.
• Type a PIN Select this option if you want to provide the PIN for the user, and then enter a PIN for the user to access their mailbox through Outlook Voice Access.
• Require the user reset their PIN the first time they sign in Select this check box if you want users to immediately change their PIN.

SIP address This setting is only available when you have chosen a mailbox policy associated with a SIP URI dial plan. Enter the SIP address for this user in the following format: user@example.com.

To save your settings and UM-enable the user mailbox, click Finish.
UM automatically sends an e-mail to the user that contains the access number and PIN they need to access their mailboxes through Outlook Voice Access.
